23.4.2026 | ​​​​​​​On 23 April 2024, the Finnish Government submitted to Parliament a proposal to amend the Nuclear Energy Act and the Criminal Code. The Government proposes to remove the legal barriers on importing nuclear devices into Finland and on transporting, supplying or possessing them in Finland in the context of Finland’s homeland defence, the collective defence of NATO or defence cooperation.

12.12.2025 | Minister of Defence Antti Häkkänen has authorised the Finnish Defence Forces to procure support services for military aviation, maritime defence, intelligence, surveillance and command and control from the Finnish companies Patria Aviation Oy and Insta Group Oy. The main part of deliveries will take place in 2026–2030.

19.8.2025 | The Ministry of the Interior has launched a project to review the provisions concerning powers related to undercover activities conducted in an information network by the police, who are the general authorities responsible for crime prevention. The project will run from 22 August to 28 November 2025.

19.12.2024 | Finland’s Central Government and other operators are applying for a total of approximately EUR 73.36 million in financial support for 11 transport projects from the Connecting Europe Facility (CEF) for Transport. In addition, EU funding is being sought for the acquisition of a new icebreaker. The Ministerial Finance Committee decided in favour of the applications on 19 December 2024.

6.2.2025 | On 6 February 2025, the Finnish Government submitted to Parliament a proposal for legislation banning foreign real estate acquisitions. Permits would not be granted to persons whose country of nationality is waging a war of aggression and may pose a threat to Finland’s national security. This ban would also apply to entities who are domiciled in the territory of such a country or owned or influenced by citizens or entities of such a country.

3.7.2025 | The European Commission has awarded EUR 91.01 million under the Connecting Europe Facility (CEF) to nine projects in Finland. Of this, around EUR 59.60 million will go to government initiatives.

6.3.2025 | The Ministry of Economic Affairs and Employment have appointed a cross-sectoral working group to prepare the reform of the Act on the Screening of Foreign Corporate Acquisitions, as outlined in the Government Programme. The Programme states that the Act will be reformed to more effectively take into account risks relating to national security, security of supply and wide-ranging influence activities.

13.12.2024 | On 10 December 2024, the Finnish Ministry of Defence set up a project to examine the need to amend the Act on the Expropriation of Immovable Property and Special Rights to Ensure National Security.

5.3.2024 | The State Treasury has used currency hedging in the purchase of F-35 fighter jets by the Finnish Defence Forces. The foreign currency forward contracts concluded on behalf of the state aim to limit currency risk associated with the investment. These contracts fix the price of the currency in advance, providing predictability and financial security for the investment.

12.1.2023 | The Commission will have extensive powers to investigate the effects of subsidies from third countries on the internal market. In addition, the Commission must be notified in advance of major acquisitions and public procurement contracts. The aim is to ensure a level playing field for companies in the EU’s internal market. The regulation entered into force on 12 January 2023 and its application will begin in stages. 

9.6.2023 | The Ministry of Finance has published a new vision for Hilma, in other words for the hankintailmoitukset.fi website, as part of the Procurement Finland programme. The new vision will provide direction for the development of Hilma up to the year 2027.

8.12.2023 | Maarit Merla has been appointed Managing Director of Finnish Drug Discovery Center Ltd. She will start in the position on 1 January 2024. Finnish Drug Discovery Center Ltd is a wholly state-owned company with special assignment, which belongs to the administrative branch of the Ministry of Economic Affairs and Employment and falls under its ownership steering. The company serves universities and research institutes, operators in clinical drug research and companies in the sector across Finland.
