7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

6.7.2023 | The Government has submitted  a Union communication to Parliament concerning the proposed amendments to the EU Driving Times, Breaks and Rest Periods Regulation. The proposals are related to special rules for driving and rest periods for occasional passenger transport drivers. In most cases, occasional passenger transport means chartered transport by bus or coach.

17.2.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal concerning the competent authorities in rail transport. Comments can be submitted until 14 March 2025.

1.2.2024 | On 1 February 2024, the Government submitted to Parliament a Union communication on the European Commission's proposal on the implementation of passenger rights in the European Union. The Government largely supports the Commission's proposal.

29.11.2023 | The Ministry of Transport and Communications has amended the Decree on Penalty Fares in Public Transport. The amendment to increase the penalty fare from EUR 80 to EUR 100 in public transport provided by Helsinki Region Transport will enter into force on 1 January 2024.

4.12.2023 | The transport and telecommunications ministers of the European Union will meet in Brussels on 4–5 December 2023. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

28.8.2023 | A COVID-19 legislation ex post evaluation, prepared jointly by the Ministry of Transport and Communications and the Finnish Transport and Communications Agency Traficom, has been released. The report examines the temporary legislation put in place in 2020–2021 in the administrative branch of the Ministry of Transport and Communications in consequence of COVID 19. It also looks at the drafting of this legislation.

28.2.2023 | The Ministry of Transport and Communications requests comments on the proposed amendments to the Decree on Penalty Fares in Public Transport. 17.11.2022 | The proposed new act would set a maximum duration of four years for the permit-granting procedures related to large-scale projects on the Trans-European Transport Network (TEN-T). The classification process for highways would also be simplified. The Government submitted its proposal to Parliament on 17 November 2021.

6.6.2022 | The Ministry of Transport and Communications invites comments on a government proposal to amend the Vehicles Act and certain related acts.

10.11.2022 | The Government proposes amendments to the Act on Environmental and Energy Efficiency Requirements for Vehicle and Transport Service Procurements. With the health and social services reform, the requirements assigned to municipalities under the current Act will transfer to the wellbeing services counties, which are about to start operating on 1 January 2023. The Government submitted its proposal to Parliament on 10 November 2022.

With the health and social services reform, the requirements assigned to municipalities under the current Act will transfer to the wellbeing services counties, which are about to start operating on 1 January 2023. The Government submitted its proposal to Parliament on 10 November 2022.

The amendments relate to the implementation of Directive (EU) 2018/645. The amendments required by the Directive have been partly implemented by the amendments to the Driving Licence Act and the Act on Transport Services that entered into force in mid-July.
