10.6.2026 | The Eurostudent 9 student survey 2025 examines the social conditions of Finnish higher education students, including their sources of income, progress in studies, employment, international mobility and plans for the future.

12.5.2026 | A joint vision for higher education and research, titled Bildung as a Vision for Finland, is due to be completed in June. The vision represents Finland’s pledge for the future of higher education and research and is based on the current strengths and policies of the higher education system. The vision will be finalised during the spring under the leadership of the vision's steering group and the support of the parliamentary monitoring group.

4.3.2026 | A new pilot scheme will offer free open university studies to young people who have not been admitted to a higher education institution. The aim of the scheme is to give young people the opportunity to explore different fields of study and to support a faster transition into higher education.

27.3.2026 | Comments on the draft vision for higher education and research can be submitted on the public consultation website until 15 April. Both organisations and private individuals can take part.

18.12.2025 | In autumn 2025, a parliamentary monitoring group to support the process to prepare a vision for higher education and research discussed common objectives for higher education and research up to 2040. The group is chaired by Member of Parliament Maaret Castrén.

26.11.2025 | Formulation of the vision for higher education and research will proceed at a seminar for the management of higher education and scientific institutions in Vaasa from 26 to 27 November 2025. The principles guiding the work on the new vision will be introduced by Minister of Science and Culture Mari-Leena Talvitie. The draft common objectives for higher education and research up to 2040 will serve as a basis for the discussions.

22.9.2025 | The Ministry of Education and Culture’s proportion of the 2026 budget proposal is EUR 8.9 billion, which is some EUR 4.4 million more than in the 2025 Budget. Despite continued pressure on general government finances, the proposal maintains investment in education, research and competence.

5.9.2025 | The Ministry of Education and Culture invites stakeholders and actors in the higher education and research sector to continue the joint discussion on the future. With a shared vision, Finland can respond to global and societal changes and shape the future we want.

9.9.2025 | In Finland, the share of young adults with a tertiary degree (39%) remains lower than the OECD average (48%). The figures are from the OECD’s Education at a Glance publication, which compares education systems in different countries.

14.3.2025 | Minister of Science and Culture Mari-Leena Talvitie has launched a new vision for higher education and research. It will extend to 2040. In the first phase for the new vision, we will collect views from higher education and research organisations and other stakeholders so that a shared situation picture can be formed. The stakeholder survey is open until 4 April.

21.3.2025 | The Eurostudent survey examines the living conditions of higher education students, their studies, international mobility, social background, and sources of income. Around 25,000 students from Finnish higher education institutions are invited to take part in the survey.

19.1.2026 | The International Monetary Fund (IMF) published its annual report on the Finnish economy on Monday 19 January. According to the IMF, efforts to strengthen public finances will have to continue for several years.

10.11.2025 | The International Monetary Fund (IMF) estimates that Finland should consolidate general government finances by about EUR 1.5 billion annually. Consolidation should be continued until the fiscal balance is closed and debt begins to decline. The IMF published its statement on the Finnish economy on Monday 10 November.

2.12.2025 | An OECD survey shows that Finnish early childhood education and care (ECEC) stands out for active cooperation with families. In Finland, staff communicate and organise events for families more often than in most other participating countries. Stress levels among ECEC and pre-primary staff and leaders are lower in Finland than elsewhere, but staff shortages are a major source of stress.

10.9.2024 | The Organisation for Economic Co-operation and Development (OECD) has published its Education at a Glance, an annual publication of indicators describing education systems. This year, the report focuses on equity in education.

11.3.2025 | The working group on responsible international cooperation set up by the Ministry of Education and Culture has published recommendations that emphasise openness, reciprocity and risk management in international cooperation in higher education and research. The recommendations aim to safeguard academic freedom while also ensuring that international cooperation upholds democracy and ethical choices.

7.10.2025 | Finnish teachers in lower secondary education enjoy their work, but they are experiencing more stress than before. In Finland, the share of teachers considering a career change has increased, although it remains similar to the OECD average. Trust among colleagues is strong, and collaboration between teachers has grown.

30.1.2025 | A working group preparing an overhaul of student financial aid has assessed the current situation in student financial aid and key development needs in the student financial aid system. Needs for development that were deemed essential include reinstating indexation and restructuring interest assistance and loan granting practices to improve the security of student loans. The working group's proposals were submitted to Minister Sandra Bergqvist on 30 January.
