Evaluation: Competence centre KEINO successfully brings together key operators and competencies in the sector
The Competence centre for sustainable and innovative public procurement KEINO is a key national operator in promoting sustainable and innovative procurement. According to an evaluation published on 4 June 2021, the Competence centre successfully brings together key operators and competencies in the sector.
The Competence centre has become a key national operator in promoting sustainable and innovative procurement in three years.
“The Government Programme outlined the strategic objective to increase sustainable and innovative public procurement from the current level. The Competence centre helps municipalities and the central government to carry out better procurement. The Centre’s network-based approach has also attracted interest in other countries,” says Minister of Economic Affairs Mika Lintilä.
The report recommends that the Centre further clarify its role and its service pledge. In the future, more attention should be paid to disseminating and scaling practices and to promoting procurement of new solutions from companies.
In order to make full use of the network-based operating model, the roles of those involved in the network must be better identified. It is necessary to strengthen the interactive and multidisciplinary guidance of the Centre. The evaluation also states that the Centre’s operations should have a longer perspective and flexible and long-term resources. The assessment of the impacts and results of the activities is partly premature, as the impacts in particular become visible in the long run and require long-term and extensive development in procurement.
KEINO is a network-based competence centre for sustainable and innovative public procurement that started its operations on 1 March 2018. The centre is an alliance of six organisations (Motiva Oy, Business Finland, the Association of Local and Regional Authorities, VTT Technical Research Centre of Finland Ltd, Finnish Environment Institute SYKE and Hansel Oy).
