Preparation of integration services reform begins

The reform will increase immigrants’ own responsibility for integration and introduce obligations into the system in accordance with the Government Programme. The Government aims to submit a proposal for the reform during the autumn session 2025.

The Ministry of Economic Affairs and Employment has launched a project aimed at reforming integration services in line with the Programme of Prime Minister Petteri Orpo’s Government. 

As per the Government Programme, immigrants will integrate in Finland through work and the integration system will be reformed to encourage integration. Integration policy will be based on language learning, work, familiarisation with Finnish society and compliance with its rules. Finland is an open society that provides help and encouragement for getting started in a new society. 

Amendments will be made to the Integration Act and the integration system in the reform to shift the focus of the system from an emphasis on the rights of immigrants to an emphasis on their own obligations and responsibilities. In connection with the project, a comprehensive reform of training that promotes integration and language skills will be implemented. The system will become more efficient and funding will be brought under a single umbrella.

To support the preparation, the Ministry of Economic Affairs and Employment has launched a study on funding models for training promoting the integration and language skills of immigrants. The study will be carried out by Owal Group and completed in February 2025.
