Government proposal to update provisions on transport and logistics data circulated for comments

The Ministry of Transport and Communications is requesting comments on the Government’s draft proposal on updating provisions on transport and logistics data. The update aims to create a more uniform basis for deploying intelligent transport systems and using transport data. Comments may be submitted until 9 May 2025.
The draft government proposal concerns basic information on the transport system, for example on the road infrastructure, traffic signs, disruptions and multimodal journey planning. The Government proposes that Finland should introduce a new act on the services that provide digital information on the transport system.
The proposal would also amend the Act on Transport Services and repeal the Act on the Information System for the Road and Street Network (the Digiroad Act). Technical amendments would be made to certain other acts.
The proposed regulation would be partly national and partly based on the EU Directive on Intelligent Transport Systems (the ITS Directive).
Fintraffic to take over organisation and maintenance of national access point
The proposal would assign responsibility to Traffic Management Company Fintraffic Ltd for organising and maintaining the national access point (NAP), which is required by EU regulation. The company would also be given the duty to organise and maintain a service providing basic information about the transport system. An extension of the NAP, the service would be provided under national regulation. National, mainly public bodies would be given the duty to ensure access to certain basic information.
Having Fintraffic run both the national access point and the information service would significantly enhance the exchange of transport data. This would improve traffic safety, traffic flows and infrastructure maintenance and create new business opportunities. In particular, data compiled from the information service would become widely available for other purposes, for example urban planning.
These tasks are currently divided between the Finnish Transport Infrastructure Agency and the Finnish Transport and Communications Agency Traficom, which already use Fintraffic to access some of the related information services.
The duties assigned to Fintraffic would cover services which generate essential data for society but which are not commercially viable. The statutory duties would be financed by a discretionary government grant awarded by Traficom.

Comments on the draft proposal can be submitted until 9 May 2025. All organisations and private individuals may submit comments online at www.lausuntopalvelu.fi. Public officials will continue the law drafting after the consultation round.
The government proposal is to be submitted to Parliament in the autumn.
The national implementation of the EU's ITS Directive must be completed by the end of 2025. The proposed acts are scheduled to enter into force on 1 January 2026.
