TUUTTI project to shape Finland's communication network policy until 2037

The Ministry of Transport and Communications has launched the TUUTTI project for security and growth through communications networks. This project will formulate national policies for developing a secure communications network infrastructure fostering sustainable growth and competitiveness through digitalisation until 2037.

The communication policy solutions of previous decades have ensured that people, businesses, public authorities and other operators in Finland enjoy access to functional, affordable and advanced communication links, and to the services that they support. Digitalisation technology nevertheless advances rapidly, bringing significant changes in global operating conditions. The project will seek to ensure that national communications policy continues to enable progress.

- TUUTTI meets a real need! For the first time, Finland is now preparing its own development plan for communication networks, ensuring the ongoing functionality of communication links that are important to ordinary people and the business community. While it already has a 12-year transport system plan for road, rail and air transport, Finland has lacked a corresponding plan for communication networks. The Government is now correcting this shortcoming. Our updated scenario and well-founded policies will ensure the functionality and security of society and foster growth in Finland, explains Lulu Ranne, Minister of Transport and Communications.

The project involves strategic, wide-ranging, comprehensive and proactive measures enabling Finland to retain its status as a leading country in developing and applying digitalisation.

- Even though Finland has a global reputation as a digitalisation pioneer, there is always room for improvement. The TUUTTI project will reinforce our leading status, forming a natural continuation of previous government measures, Minister Ranne says.

Close working partners of the TUUTTI project will include the national digital compass implementation process, the Advisory Board for Network Security, and the working group promoting 6G technologies.

Comprehensive scenario formulated at project launch

The project will be implemented in two stages. The first stage has already begun, and involves comprehensively charting communications network infrastructure, services, markets and their future prospects, and the timing of key decisions. The second project stage will outline strategic priorities for the communications infrastructure and prepare longer-term objectives and measures until 2037.

Subdivisions of the formulated scenario will be assessed from the perspective of consumers, the business community, societal services, and the work of public authorities. The scenario will accommodate such factors as the current state and development outlook for fixed, mobile and satellite connections from various perspectives, including enhancement of digital infrastructure, security, support for growth, and market development. The scenario will serve as a basis for formulating objectives for further preparation and identifying short-term needs for action.

Matters of interest to the project will also include current issues concerning the quality of communication networks and local coverage problems, and communications infrastructure security. A review of international communication links will also examine the development of submarine telecommunication cables with a view to improved connections, greater digital competitiveness, and crisis resilience. Assessments generated by the project will support the preparation of various legislative and policy projects related to communication networks and the market for electronic communications. These will include future frequency and licensing solutions for mobile networks.

The TUUTTI project will also prepare policies for achieving EU digital infrastructure goals in Finland. The European Commission White Paper on digital infrastructure needs and the European Digital Decade 2030 policy programme stress the importance of comprehensive, secure and sustainable telecommunication links and infrastructure for Europe's resilience and competitiveness. Some important frequency policy decisions will also be made at the EU and internationally in coming years, and it is important for Finland to proactively influence these decisions.

Next steps

Project preparations will begin at the Ministry of Transport and Communications in partnership with the Transport and Communications Agency Traficom, other administrative agencies and stakeholders. A more detailed project plan will be published in spring 2025. The preparations will include a round table event for stakeholders.

An overview of project progress and key initial assessments will be released by the end of 2025. A comprehensive scenario, goals for further preparation and concrete short-term action needs identified in the work will be published in spring 2026.
