First impact assessments of Finland’s CAP Strategic Plan started

Assessments will be conducted to examine the impact of the measures under the CAP Strategic Plan and make sure that public funds are used cost-effectively. The information produced by the assessments will be needed to guide the implementation of the CAP Plan and, in particular, to support the planning of the next financing period of the Common Agricultural Policy.

The CAP Strategic Plan that has now been implemented for two years will be assessed in accordance with the assessment plan. During spring 2024, the Ministry of Agriculture and Forestry concluded agreements concerning the assessments with various partners.

The focus will be on the profitability and competitiveness of agriculture, impacts on animal welfare and impacts of the extensive environmental targets included in the CAP Plan. Assessments will also be made concerning the functioning of the risk management tools in agriculture, and a network analysis will be conducted concerning the actors involved in the Agricultural Knowledge and Innovation System (AKIS). Based on the assessments, further actions can be taken as necessary to reach the targets of the CAP Plan.

The first interim reports on the assessments will be completed in 2025. The Commission is expected to publish the legislative proposals concerning CAP post-2027 in 2025. The assessments will offer the opportunity to bring research knowledge and analyses for the preparation processes of the EU and for influencing these. All Member States have formulated an assessment plan for their CAP Strategic Plans. The national assessments will be carried out by independent evaluators.
