EUR 44 million in EU funding to improve border management, internal security and migration management

The Ministry of the Interior will allocate around EUR 44 million in EU funding to projects on border management, crime prevention and migration. The projects will improve the capabilities of security authorities, develop information systems, and secure resources for the authorities to manage migration. The funding will be granted from the EU Home Affairs Funds, under the autumn 2025 call for proposals.

Around EUR 23 million will be allocated from the Border Management and Visa Instrument (BMVI). The Finnish Border Guard will acquire a heavy hovercraft to safeguard maritime capabilities in unstable sea-ice conditions in the eastern Gulf of Finland. Finnish Customs will acquire portable border check equipment to improve border security. The Finnish Immigration Service's case management system for immigration affairs (UMA) will be developed to improve international information exchange and to address shortcomings identified in Finland's Schengen evaluation.

Funding will be granted to the National Police Board, Finnish Security and Intelligence Service, Finnish Immigration Service and Legal Register Centre for implementing the EU’s new Pact on Migration and Asylum in Finland. The pact will help Member States improve the control of their external borders and increase the efficiency of asylum and return procedures.

Boosting security authorities’ capabilities to combat crime

Approximately EUR 10 million will be allocated from the Internal security fund (ISF). The police information exchange architecture will be developed through new automated and centralised solutions to enhance international information exchange. The police will also receive funding to maintain the second-generation Schengen Information System (SIS II), to procure a system for the detection and tracking of unmanned aircraft, and to prevent money laundering and circumvention of sanctions.

The capacity of Finnish Customs to combat cross-border crime will be improved by reinforcing analytical capabilities in customs crime prevention and by developing the network infrastructure for digital forensic investigations.

The ability of rescue departments to prepare for terrorist threats will be strengthened through the procurement of urban search and rescue equipment and multifunctional and reconnaissance robots and drones suitable, in particular, for underground facilities. Funding will also be granted for measures such as preventing the radicalisation of young people in online environments.

More resources to carry out removals from the country, cooperation on return issues, asylum procedures and residence permit processes

About EUR 11 million will be available from the Asylum, Migration and Integration Fund (AMIF). Funding will be allocated to safeguard resources for police‑led removals from the country and to support the police liaison officer function in Somalia, thereby promoting international cooperation on return issues. The Finnish Immigration Service will receive funding for human resources in asylum procedures and residence permit processes.

Funding will also be available to the Finnish Immigration Service and the National Legal Services Authority to support the implementation of the EU’s new Pact on Migration and Asylum in Finland.

Funding will also be granted to non‑governmental organisations and to the Development and Administrative Services Centre (KEHA Centre).

Finland's total allocation from the EU Home Affairs Funds is around EUR 360 million

Under the autumn call for proposals, a total of EUR 124 million was available from the EU Home Affairs Funds, and 97 applications were received. The call was open from 1 September to 10 October 2025.

Finland’s total funding from the Home Affairs Funds for the 2021–2027 programming period is approximately EUR 360 million.
