Government adopts resolution on national IPR strategy

In its plenary session on 24 March 2022, the Government adopted a resolution on the national intellectual property strategy. In the Government’s vision, by 2030 Finland’s operating environment concerning intellectual property rights (IPR) will support innovation activities and creative work effectively and increase economic wellbeing and competitiveness in a way that takes into account the realisation of fundamental rights and different social interests.

Intangible assets refer to assets that are not physical or concrete, such as technical inventions, shapes or brands. Intellectual property rights protect intangible assets. Intellectual property rights include copyrights, design rights, trademarks and patents.

To achieve the strategy’s objectives, the Government proposes 15 measures that the ministries commit to implementing in their areas of responsibility in 2022-2030 to the extent possible with the available resources. 

The Ministry of Economic Affairs and Employment will appoint a steering group consisting of public officials to guide and coordinate the implementation of the strategy. The group will report biannually to the Ministerial Working Group on Competence, Education, Culture and Innovation. The key stakeholders needed to realise the strategy’s measures will be closely involved in the steering group’s work and strategy implementation.

The Ministry of Economic Affairs and Employment started to prepare an IPR strategy in spring 2020. The steering group appointed by the Ministry completed its preparatory work in May 2021. The resolution has been prepared in cooperation with the Ministry of Education and Culture, the Ministry for Foreign Affairs and the Ministry of Finance.
