Integration.fi online service answers questions on services and employment of people fleeing Ukraine
The Ministry of Economic Affairs and Employment has published a website for those involved in integration work where they can find answers to general questions about people fleeing the war in Ukraine. The Frequently asked questions (FAQ) section includes answers to questions related to temporary protection, services and employment. The FAQ is available at the integration.fi online service and it will be updated as necessary.
More than three million people have already fled the war in Ukraine. Some of them will arrive in Finland and apply for temporary protection. Ukrainians who are holders of biometric passports can stay here without a visa for three months if they arrive in Finland from within the Schengen area.
Finland is prepared to receive a large number of migrants and to deal with long-term migration pressure. Finland has decided that all those fleeing the war in Ukraine can apply for a residence permit on the basis of temporary protection.
Those granted temporary protection have similar rights to those of asylum seekers and they are entitled to reception services. However, those granted temporary protection have the right to work and study in Finland without delay or restrictions.
FAQ compiles advice and guidance
The Ministry of Economic Affairs and Employment has published a FAQ for those involved in integration work, which contains more detailed information on:
- different grounds for residence permits for people arriving from Ukraine
- preparations in municipalities for the situation in Ukraine
- the right to services of those residing in Finland without a residence permit and without a visa.
- the right to services of those granted temporary protection
- work, seasonal work and studies in Finland.

The situation of those granted temporary protection, in particular, still involves various legislative questions. The FAQ will be updated based on the ongoing interpretation of the law.
