Consultation opens on two new national general authorisations for exporting dual-use items
The Ministry for Foreign Affairs requests comments by 22 April 2026 on draft decisions on two national general authorisations for exporting dual-use items.
The Ministry for Foreign Affairs is planning to issue two new national general export authorisations, one for public authorities and the other for companies exporting items to South Korea, and is now requesting comments on them.
The authorisation intended for public authorities would lighten the administrative burden on these authorities when they export dual-use items. The other authorisation would allow companies to export dual-use items to South Korea by notifying the Ministry for Foreign Affairs.
Public authorities often use dual-use items for their official duties. Under the new general export authorisation, the authorities would not need to notify the Ministry for Foreign Affairs of exports that comply with the conditions of the authorisation. The general export authorisation would also cover international assistance provided from the rescEU stockpile located in Finland.
The other new general export authorisation would allow companies to export most dual-use items defined in Annex I to the Export Control Regulation (EU) 2021/821 to consignees in South Korea. The users should notify the Ministry for Foreign Affairs of the first use of the authorisation within 30 days from the date on which the first export took place. The authorisation would be available to exporters who have an effective Internal Compliance Programme (ICP) in place.
