New Heads of Mission appointed to Lusaka and Mumbai

At the presidential session on Thursday 9 July, the President of the Republic appointed Marja Rosvall to serve as Head of Mission at Finland’s Embassy in Lusaka, and Petra Theman to serve as Head of Mission at Finland’s Consulate General in Mumbai, starting on 1 September 2026.

Embassy of Finland in Lusaka, Zambia

Marja Rosvall will transfer to Zambia from her current position as Team Leader at the Unit for UN Development Issues in the Department for Development Policy. She has previously served as Deputy to Ambassador of Finland to the OSCE and also worked at the Embassies in Paris and Dar es Salaam.

At the Ministry for Foreign Affairs, Rosvall has worked as Team Leader in the Task Force for the Finnish OSCE Chairpersonship, at the Department for Africa and the Middle East, and in HR administration. 

Rosvall holds a Master's degree in Social Sciences. She joined the Ministry for Foreign Affairs in 2002.

Consulate General of Finland in Mumbai, India

Petra Theman will move to Mumbai from her current position as Mayor and City Manager of Raasepori, which she has held since 2022.

At the Ministry for Foreign Affairs, Theman has previously led Finland’s country brand work and trade policy communications, among other responsibilities, and worked at the Department for Europe, the Department for the Americas and Asia and the Department for Development Policy. She has also held posts at Finland’s embassies in Buenos Aires, Stockholm, and Beijing, where she served as a minister. Theman’s previous positions outside of the Ministry for Foreign Affairs include Chief Executive Officer at an export association for Finnish audiovisual producers and Communications Manager in the IT sector.

Theman holds a Master's degree in Political Science. She joined the Ministry for Foreign Affairs in 2003.
