Public consultation begins on amendments to legislation on export control of dual-use items

The Ministry for Foreign Affairs is requesting comments on the draft government proposal to amend the Act on the Export Control of Dual-Use Items (500/2024). Comments should be submitted via the lausuntopalvelu.fi consultation service by 29 July 2026 at the latest.

The draft government proposal for updating the legislation governing export control of dual-use items proposes amendments to national regulation to the extent that it overlaps with the EU Dual-Use Regulation. It is proposed that items already listed at EU level be removed from the national control list. The Government is also proposing to add two new entries to the national control list, covering unmanned aircrafts classified as dual-use items and their associated navigation systems. In addition, technical amendments are proposed to the obligations concerning reporting and national general export authorisations.

The Government is further proposing to add a new section to the Act to narrow its scope of application as regards to activities of the armed forces of foreign states involving dual-use items. This would clarify the Act without changing the current legal situation.

The government proposal is due to be submitted to Parliament in autumn 2026, and the Act is scheduled to enter into force at the end of 2026.

Comments can be submitted by responding to the request published on the website lausuntopalvelu.fi. The deadline is 29 July 2026. Alternatively, it is possible to submit comments by email to kirjaamo.um(at)gov.fi. The reference number VN/6721/2026 should be mentioned in the comments.
