In a meeting that began on Thursday 18 December, the EU leaders reached an agreement on significant additional funding for Ukraine. In line with the agreement, the European Council will provide a EUR 90 billion loan to Ukraine for 2026 and 2027. Prime Minister Petteri Orpo represented Finland at the meeting.
Stricter conditions for permanent residence permits as of 8 January
The conditions for obtaining a permanent residence permit will be tightened. For example, the continuous period of residence required for the permit will be extended. Applicants will also be required to demonstrate higher integrity, proficiency in Finnish or Swedish and have a work history of a certain length. The amendments will enter into force on 8.1.2026.
Finland to apply for EU support for those made redundant in paper industry
Finland has decided to apply for support from the European Globalisation Adjustment Fund (EGF) to reduce the impact of terminations announced by the paper industry in October. Finland will submit an application to the European Commission in early 2026 after the number of people being made redundant is known. Funding will be used for services promoting re-employment.
