19.12.2025 | The Ministry of the Interior has sent out for comments a proposal to amend the Firearms Act. The draft proposal takes into account the need for amendments that has emerged in the application of the act following the reforms introduced to implement the most recent amendment to the EU Firearms Directive. The consultation round closes on 30 January 2026.

18.6.2025 | The Ministry of the Interior has issued a new decree on fees charged by the police. The amendments apply to the fees for passports and identity cards as well as for firearms licences and private security sector licences. The decree will be in force from 1 July to 31 December 2025.

1.8.2024 | The Ministry of the Interior has set up a legislative project to amend the Firearms Act and the Firearms Decree. Provisions concerning loading devices, silencers and the storage of cartridges, among other things, will be clarified. A comprehensive review of the provisions governing deactivated weapons will also be carried out.

19.3.2019 | On 19 March, Parliament adopted a government proposal to amend the Firearms Act and the Act on Voluntary National Defence. The amendments will introduce the changes required by the EU Firearms Directive into Finnish legislation. The amendments will enter into force as soon as possible.

11.11.2025 | The Ministry of the Interior invites comments on proposed amendments to the Act on Shooting Ranges and the Environmental Protection Act. In line with the Government Programme, the aim is to simplify the environmental permit processes and legislation concerning shooting ranges. The public consultation remains open until 23 December 2025.

22.5.2025 | The export of ammunition intended for civilian use will become subject to authorisation. In its session on 22 May, the Government proposed that the President of the Republic approve the bill for the relevant act on Friday 23 May. The act is scheduled to enter into force on 2 June 2025. It supplements the European Union's sanctions legislation.

25.10.2024 | The Ministry of the Interior has sent out for comments a draft government proposal for an act on export authorisation for cartridge components and on acts amending the Firearms Act and chapter 46, section 1 of the Criminal Code. The aim is to prevent the export of cartridge components to Russia in particular. The draft proposal is being circulated for comments until 28 November 2024.

3.6.2024 | The Government Programme aims to safeguard the activities of Finland’s existing shooting ranges and promote the establishment of new shooting ranges. The Finnish Ministry of the Interior has set up a project to examine ways to safeguard the activities of shooting ranges and to prepare the necessary legislative amendments.

30.5.2024 | Finnish Government submitted to Parliament a proposal on the acceptance and bringing into force of the Defence Cooperation Agreement between Finland and the United States on 30 May. The proposal consists of the act bringing into force the agreement and ten related acts. According to the proposal, the acceptance of the agreement will require a two-thirds majority decision of Parliament.

19.1.2024 | The Ministry of the Interior has set up a legislative project to prepare provisions on permit requirements for the export of ammunition. The aim is to prevent especially the export of cartridge components to Russia in line with the EU’s sanctions decision.

25.1.2024 | The European Commission strives to increase police cooperation in the fight against migrant smuggling and trafficking in human beings. In November, the Commission proposed a regulation that would reinforce Europol's role and increase information sharing between Member States. The Government expressed its position on the Commission's proposal in its communication submitted to Parliament on 25 January 2024.

4.8.2023 | The European Union has imposed new sanctions on Belarus in response to the deteriorating internal situation in Belarus and to the country’s involvement in Russia’s invasion of Ukraine. The EU Member States approved further sanctions against Belarus on 3 August 2023.

12.10.2023 | On 12 October 2023, the European Court of Human Rights (ECtHR) issued a decision on a case concerning continuation of detention on remand. The Court declared inadmissible the application alleging a violation of Article 5 (right to liberty and security of person) of the European Convention on Human Rights (Convention).

29.8.2025 | Public trust in the police has remained stable for a long time. Of those who responded to the latest Police Barometer survey, 92 per cent trust the police a lot or a fair amount. Respectful treatment of people by the police and fair police activities affect people’s trust.
