Government proposes additional funding for border security

In the first supplementary budget for 2024, the Government proposes over EUR 91 million in additional funding for the administrative branch of the Ministry of the Interior. Of this sum, EUR 86.174 million will be allocated to the Border Guard, EUR 2 million to the Finnish Security and Intelligence Service and EUR 3 million for the further development of the security authorities’ Multi-Agency Field Commanding System (KEJO).

Additional funding for managing instrumentalised migration and constructing a fence

The measures to enhance border control taken following the closure of border crossing points and the centralisation of the submission of applications for international protection have caused and continue to cause additional costs to the Border Guard. An increase of EUR 12.174 million is proposed for the Border Guard to cover the additional costs of managing instrumentalised migration. 

The Government proposes that EUR 74 million in additional funding be allocated to the Border Guard for the construction of a fence on the eastern border on an accelerated timetable. To this end, spending limits appropriations reserved for the construction of the fence on the eastern border in 2025 will be transferred for use in 2024. The construction of the fence will enhance the effectiveness of border management. 

Securing the operation of the Finnish Security and Intelligence Service and developing the field command system

An increase of EUR 2 million is proposed for securing the operational level of the Finnish Security and Intelligence Service. An increase of EUR 3 million is proposed for a project to further develop the Multi-Agency Field Commanding System (KEJO) for the Police, rescue services, health and social services, the Border Guard, the Defence Forces and Customs. The increase will ensure that the implementation of the system will progress during 2024. 

The first supplementary budget proposal for 2024 was submitted to Parliament on Thursday 21 March.
