Tripartite working group to prepare implementation of Platform Work Directive in Finland
The purpose of the EU directive is to improve the terms of employment and working conditions and the protection of personal data for those engaged in platform work. New legislation will be required to implement the directive in Finland.
Platform work refers to work organised through digital labour platforms. Platforms offer various kinds of services to customers such as the transport of food and goods and other services by means of a website or a mobile application.
The directive lays down provisions that aim to
- determine the correct employment status of persons performing platform work, i.e. whether they are workers or self-employed persons,
- promote transparency in the use of algorithmic management, i.e. automated decision-making and monitoring systems in platform work,
- improve the transparency of platform work for the authorities.
Legislative amendments into force in EU countries by December 2026
The Directive on improving working conditions in platform work was adopted in the EU in October 2024. The Member States must implement the Platform Work Directive by 2 December 2026.
The Ministry of Economic Affairs and Employment has set up a tripartite working group to prepare the legislative amendments required to implement the directive in Finland. The term of the working group is 19 January–31 December 2025.
Besides the Ministry of Economic Affairs and Employment and organisations for employers and employees, the working group has representatives from the ministers responsible for occupational safety and health, protection of personal data and social security issues.
The task of the working group is to prepare a report in the form of a government proposal that includes proposals for the legislative amendments required to implement the directive.
