At their meeting in Helsinki on 21 April 2022, Minister of Transport and Communications Timo Harakka and Executive Director of the European Union Agency for Cybersecurity (ENISA) Juhan Lepassaar stressed the role of companies in ensuring the cyber security of society.

ENISA coordinates the work on cyber security in the EU, and it has drawn attention to the security of the systems used by companies and institutions.

"Penetration testing is very expensive to implement, and it is quite understandable that a hospital, for example, wants to invest in new equipment rather than in ensuring its cyber security. The damage that may be caused affects society as a whole, which is why the public authorities should support the cyber capabilities of companies," Juhan Lepassaar says.

Minister Harakka stresses that cyber security is a common concern for everyone in society.

"As part of strengthening our defence capabilities, we are also making the necessary efforts to improve cyber security. The business life has a key role in this. The basic capabilities of small companies could be supported with cyber vouchers. Larger amounts of co-financing will be needed to provide incentives to companies and enterprises in the critical infrastructure sectors," says Minister of Transport and Communications Timo Harakka.

In the beginning of March the EU telecommunications ministers approved an emergency fund that will target existing budget funds to addressing disruptions and preparing for these. ENISA, together with the European Commission, is preparing financial arrangements that will also be available for use by Finland and Finnish operators.

The Ministry of Transport and Communications will propose additional funding for cyber security in the second supplementary budget for 2022. The Government will negotiate on the supplementary budget proposal during May, after which Parliament will consider the proposed appropriations.
