New post of National Cyber Security Director to be created at the Ministry of Transport and Communications

A permanent public post of National Cyber Security Director will be established at the Ministry of Transport and Communications. The Government approved a decree amendment concerning the Ministry of Transport and Communications on 22 September 2022. The decree lays down provisions on the qualifications required to fill the public post of National Cyber Security Director.

Finland's 2019 cybersecurity strategy identified the need to improve the overall state of national cyber security. In accordance with the strategy, a fixed-term position of National Cyber Security Director was created at the Ministry of Transport and Communications to coordinate the national development of cyber security.

The decision to establish a permanent public post is based on recent developments in the security environment. The role of the National Cyber Security Director is broad-based and supports government-level anticipation, preparedness and decision-making related to cyber security. The National Cyber Security Director coordinates and harmonises the national development, planning and preparedness of cyber security and serves as an adviser to the state leadership in cyber security issues.

The setting up of this post does not change the cyber security related responsibilities and powers of the ministries and competent authorities.

The decree will enter into force on 1 October 2022. The public post of the National Cyber Security Director is expected to be filled on 1 January 2023 for a fixed term of five years.
