The ministries’ joint foresight activities
Foresight activities are carried out in several ministries. All ministries are also involved in the joint foresight working group, which
- coordinates the Government’s joint foresight work,
- acts as a disseminator of foresight information and a forum for communication on foresight within the Government, and
- provides a cooperation network for ministries while preparing the Government Report on the Future.
Representatives from the joint foresight working group also work together with experts in their administrative branches and networks. The working group’s activities are coordinated and supported by a Secretariat at the Prime Minister’s Office.
The ministries’ futures reviews and the first part of the Government Report on the Future are produced once every electoral term under the leadership of the working group. The aim of the futures reviews is to provide situational assessments and projections of development on issues relevant for political decision-making. These, in turn, serve as a basis for public debate and support government formation talks. Futures reviews have been drawn up since 2003.
In addition to the joint foresight group, many ministries and administrative branches carry out their own foresight activities to suit the needs of a specific field.

Opportunities for Finland is the joint outlook of the Permanent Secretaries of the ministries on the key questions for the upcoming next government term.
