13.10.2023 | The Government proposes that nicotine pouches and other smokeless nicotine products be more comprehensively covered by the Tobacco Act than now. The aim is for legally sold nicotine pouches to replace illegally obtained snus. The proposal also aims to prevent the use of nicotine pouches among young people. 

20.4.2023 | The Government’s proposal to amend the Tobacco Act has been sent out for comments. According to the proposal, the Act would include a definition of smokeless nicotine products that would cover nicotine pouches and products closely resembling them. Smokeless nicotine products mean snus-like products which do not contain tobacco but which do contain added nicotine.

11.5.2023 | The legislative amendment which is currently circulated for comments would ban the sale of nicotine pouches and restrict their import. The nicotine content of pouches on the market is often higher than that of snus (a smokeless oral tobacco product). There can be portion-packed pouches available for sale which contain up to ten times more nicotine than snus.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.

31.1.2023 | A working group appointed by the Ministry of Social Affairs and Health proposes measures to end the use of tobacco and nicotine products in Finland by 2030. The group submitted its report to State Secretary Eila Mäkipää on Tuesday, 31 January 2023.

9.4.2021 | A new Substance Abuse and Addiction Strategy was published on 9 April. It outlines joint development work, objectives and priority areas until 2030. The aim is to prevent and reduce the risks, harms and problems caused by the use of alcohol, tobacco and nicotine products as well as drug use and gambling in all age groups.

13.4.2022 | The Tobacco Act was tightened on 13 April 2022. Brand images and logos will be removed from the unit packets of tobacco products, electronic cigarettes and refill containers. The aim is to reduce the appeal of tobacco products particularly to young people. The Government proposed these amendments to the Act and the President of the Republic approved them.

29.5.2020 | This year the World Health Organization (WHO) has presented the Finnish Ministry of Social Affairs and Health with the World No Tobacco Day Award. The Award was granted on the basis of the Ministry’s long-term commitment to work on tobacco control and its exemplary actions to protect particularly young people from tobacco.

25.8.2023 | The proposal of the Ministry of Finance for the 2024 budget and spending limits for 2024–2027 ensures implementation of the policies in the Government Programme. The budget proposal totals EUR 87.2 billion, and a deficit of EUR 10.1 billion is proposed. The budget total is EUR 3.7 billion higher than the total budgeted for 2023, including the first supplementary budget. The budget proposal will be published in full at budjetti.vm.fi on Monday 28 August.

16.8.2019 | The use of tobacco products among Finnish adolescents has long been declining. Over the past two years, however, the decreasing trend seems to have stopped. Snus use is on the rise, even among girls. The decline in alcohol consumption among Finnish young people has also stopped.

6.11.2025 | Statsrådet har i dag godkänt ett lagförslag som syftar till att ingripa i nedskräpning som orsakas av nikotinpåsar och göra det lättare för Tillstånds- och tillsynsverket och kommunerna att verkställa bestämmelserna om nedskräpning som orsakas av plastprodukter för engångsbruk.

22.5.2025 | De ändringar som skärper regleringen av nikotinpåsar och övriga rökfria nikotinprodukter genom tobakslagen godkändes av riksdagen den 14 maj. Regeringen föreslog torsdagen den 22 maj att lagen ska stadfästas. Republikens president ska stadfästa lagen fredagen den 23 maj.

22.9.2025 | Regeringen föreslår i samband med budgetpropositionen för nästa år ändringar i beskattningen som syftar till att förbättra hushållens köpkraft, incitamenten för arbete och att stödja ekonomisk tillväxt och företagande.

1.7.2025 | Enligt regeringens förslag ska punktskatten på vätskor för elektroniska cigaretter och nikotinpåsar höjas med i genomsnitt 37 procent. Punktskatten på vin och andra så kallade genom jäsning tillverkade alkoholdrycker, till exempel cider, föreslås stiga med i genomsnitt nio procent.
