Update of Transport 12 Plan receives largely positive comments

The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.

In general, the update of the plan was considered successful. In particular, the increase in the appropriations for basic transport infrastructure management was commended, even though funding was still considered insufficient.

Several comments stressed the need to secure the level of funding for transport system development.  Concerns were raised over the adequacy of funding for sustainable transport, military mobility and urban areas. 

Suggestions were put forward especially for the contents of the Transport 12 action plan and the central government funding programme. The views on regional priorities were mainly cautious, but as a rule, the views on measures to improve international accessibility were positive. In addition, the measures suggested for air transport attracted a lot of comments both for and against.

A summary of the comments received as well as the individual statements have been published in the Gateway to Information on Government Projects. The feedback will be used in finalising the plan.

Transport 12 Plan promotes long-term approach to transport system development

The Transport 12 Plan describes how the Finnish transport system will be developed over the next 12 years. The plan covers all transport modes in both passenger and goods transport. It also covers various support measures for the transport system, such as traffic control and fuel distribution infrastructure.

The purpose of the plan is to promote, in line with jointly agreed objectives and policies, transport policy based on knowledge and impact estimates. In concrete terms, this means efficient use of tax revenue to solve nationally significant challenges and improve Finland’s competitiveness.

The Transport 12 Plan is drawn up for 2026–2037 and its vision extends to 2050. The plan includes objectives for an efficient, safe and sustainable transport system and a concrete action plan that guides the development process as a whole, taking the different modes of transport into account. In addition, it includes a government funding programme and an impact assessment.

The first Transport 12 Plan covered a period from 2021 to 2032. As required by law, the plan is to be updated during each government term. On 19 October 2023, the Government appointed a parliamentary working group to support the updating process and formulate a view of its content. The working group is chaired by Minister of Transport and Communications Lulu Ranne and has members from all the parties in Parliament. The parliamentary working group did not give its opinion on the draft plan circulated for comments.

What’s next?

The feedback received and the stakeholder dialogue held during the spring will be used in the finalisation of the plan. The final plan for 2026–2037 is scheduled to be submitted to Parliament during the autumn session 2025.
