Ministerial Committee on European Union Affairs discusses development of bank crisis management and deposit insurance framework

In its meeting on 17 May, the Ministerial Committee on European Union Affairs discussed the development of the bank crisis management and deposit insurance (CMDI) framework and the rule of law situation in Poland. The Ministerial Committee also outlined Finland’s positions for three upcoming council meetings.

The Ministerial Committee on European Union Affairs specified Finland’s positions on the development of the CMDI framework. The European Commission submitted its proposal for the legislative framework last year, and the Belgian Presidency of the Council of the EU aims for the EU Member States to reach a common vision by the end of June. In Finland’s view, the proposal has moved in a better direction. 

With regard to the rule of law in Poland, the Ministerial Committee, like the European Commission, is of the view that the situation has improved under Prime Minister Donald Tusk’s government, which took office in December 2023, and that the procedure initiated in 2017 under Article 7 TEU can now be closed. Finland considers Poland’s measures to remedy the rule of law situation important and encourages and Poland to continue its work in this area. The situation in Poland will continue to be monitored through the Commission’s annual rule of law report, among other means.

The Ministerial Committee also outlined Finland’s positions for the following upcoming meetings: 
•    General Affairs Council (21 May)
•    Transport, Telecommunications and Energy Council (Telecommunications) (21 May)
•    Competitiveness Council (Research and Innovation, Space, Internal Market and Industry) (23–24 May)

The General Affairs Council will discuss preparations for the June European Council and the rule of law situation in Poland. In addition, the Council will continue its annual rule of law dialogue with discussions on the situations in Cyprus, Latvia, Lithuania and Luxembourg.

The ministers responsible for telecommunications will approve conclusions on the future of digital and cyber policy. They will also discuss the implementation of legislation in the digital field and on cyber security.  

The ministers responsible for research, innovation and space will approve Council conclusions on strengthening Europe’s competitiveness through space.  They will also discuss the EU Space Law.

The ministers responsible for research and innovation are expected to reach a political agreement on updating the Council regulation for the European High Performance Computing Joint Undertaking (EuroHPC) and to adopt conclusions on knowledge valorisation, Council conclusions on the ex-post assessment of the Horizon 2020 framework programme and the Council recommendation on promoting research security. They will also discuss research and innovation in advanced materials. 

The ministers meeting in the Internal Market and Industrial Policy configuration are to adopt conclusions on the future of the single market, a competitive European industrial policy and the European Court of Auditors’ special report on the lack of competition in European public procurement.
