Prime Minister’s Office draft budget 2017

The Prime Minister’s Office has drafted a budget proposal of EUR 218.937 million for its expenditure in 2017. In addition to the operating expenses of the Prime Minister’s Office, the draft budget covers the operating expenses of the Office of the Chancellor of Justice, the pay expenses of ministers, state secretaries and special advisers, and subsidies to political parties, among other things.

The appropriations under the main title of expenditure for the Prime Minister’s Office are used to support the implementation of the Government Programme. Among the key projects in the Government Programme, the project to encourage a culture of experimentation is the responsibility of the Prime Minister's Office. In addition, the Government’s linchpin projects on sustainable development and the Government’s foresight activities are being carried out by the Prime Minister's Office.

Under the draft budget, the operating expenses of the Prime Minister’s Office would amount to EUR 130.955 million in 2017, which is EUR 5.880 million more than the previous year. The increase is mainly due to appropriations proposed for government-level development projects. An appropriation increase of EUR 5.850 million is proposed for Government IT renewal in 2017. The aim of the project is to replace the IT operating environments in the ministries with a common infrastructure by 2020. In addition, an appropriation increase of EUR 1.060 million is proposed for the preparation of a common electronic desktop in government. The item includes a deduction of EUR 3.9 million for savings in operating expenses. 

EUR 5.575 million is proposed for the pay expenses of ministers, state secretaries and special advisers in 2017.

EUR 3.559 million is proposed for the operating expenses of the Office of the Chancellor of Justice.

In accordance with the Government's line the aim in state ownership policy is to achieve a level of performance that is sustainable for society and in business terms. The aim in state ownership steering of corporate assets is to be more active in achieving growth in shareholder value and in using value increases to generate business activity of social importance. EUR 5.700 million is proposed for the payment of expenses from state ownership arrangements, corporate restructuring and the sale of shares, and for expenses related to the sale of state shares and ownership steering activities.

The year 2017 marks the centenary of Finland's independence. The centenary year programme will be built around the ‘Together’ theme in collaboration with various participants. The aim is to create a centenary year that gets people interested and involved, and enhances the common understanding of Finland’s independence as a state and the development of the nation. Implementation and management of the centenary year programme are the responsibility of the project board set up by the Prime Minister’s Office. EUR 10.1 million is proposed for implementation of the centenary year programme in 2017.
