Opinions requested on proposals for Social Climate Fund measures in Finland

The EU’s Social Climate Fund was created to address the social and financial challenges caused by the expansion of emissions trading. Opinions on the proposal for measures to use the Fund in Finland are now requested at the Ota kantaa online service. The deadline for submitting opinions is 26 March.

Emission trading will be extended to also apply to road transport and individual heating of buildings starting in 2027 (ETS2). In Finland funding from the Social Climate Fund will be targeted to improving energy efficiency of buildings, reducing carbon dioxide emissions and promoting low-emission mobility, for example.

The Fund mainly focuses on supporting households, micro-enterprises and road transport users that are in a vulnerable position. The aim is to ensure that economic and social impacts of climate actions will be divided between the different population group in a fair and just manner.

The overall amount of the Social Climate Fund is EUR 86.7 billion to be allocated between 2026 and 2032. The maximum amount available to Finland from the Fund in 2026–2032 is EUR 464 million, which also includes the national contribution. 

To receive funding from the Social Climate Fund, a national Social Climate Plan must be drawn up and submitted to the European Commission by the end of June 2025. The state of Finland received support from the EU’s Technical Support Instrument TSI to prepare the plan. In the project a preliminary proposal has been drafted on a list of measures that Finland could consider to be included in the Social Climate Plan.

This list of measures is intended to give ideas for the preparation of the final national plan. The list is now available for comments at the Ota kantaa online service. This is an unofficial survey of opinions, not the official consultation round, which will be organised later.
