Minister Ranne: Finland–Norway taxi agreement almost complete
The Government submitted a bill on cross-border taxi services between Finland and Norway for approval on 13 November 2025.
On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport Jon-Ivar Nygård signed an agreement in Oslo, Norway, to enable cross-border taxi services between Finland and Norway. The agreement will enter into force once both Finland and Norway have completed the necessary national measures.
In Finland, these measures will be complete once the President of the Republic has approved the agreement and the acts. The final step is an official notification between Finland and Norway. The agreement will enter into force 30 days after Finland has notified Norway and Norway has acknowledged receipt. Notification is expected to take place as soon as possible.
“This important taxi agreement with Norway is nearly finalised! We’re still aiming to have it in force by Christmas. Finnish taxis will soon be able to operate seamlessly across the border,” says Minister of Transport and Communications Lulu Ranne.
Agreement permits taxi transport between Finland and Norway
The agreement between Finland and Norway will allow taxi transport between the two countries. It will clarify the rights and duties of taxi operators in cross-border transport, improve oversight, and strengthen cooperation between Finland and Norway in the transport sector.
Under the agreement, a taxi company established either in Finland or Norway may transport passengers from its home state to the other contracting state. It may also pick up passengers in the other state and take them back to its home state, provided the journey was booked in advance. The agreement also allows transit through the other contracting state to a third state, as long as no new passengers are picked up during the journey.
What’s next?
The President of the Republic is expected to approve the acts related to the agreement on 14 November 2025. The act and the agreement will enter into force 30 days after Norway has acknowledged receipt of Finland's notification. Provisions on the entry into force of the act and the agreement are issued by government decree.
