Relief to travel operators from the 2020 supervisory and insolvency protection fee

The Government proposes that tour operators not be charged supervisory and insolvency protection fees for 2020. The aim is to help tour operators whose business has suffered due to the coronavirus-related travel restrictions.

On 10 June 2021, the Government submitted to Parliament a proposal for a temporary amendment to the Act on the Supervisory and Insolvency Protection Fee Provided by Providers of Travel Service Combinations.  

The amendment concerns tour operators who are required to:

  • lodge a collateral to protect the advance payments made by travellers and the costs of repatriation; and 
  • pay a supervisory and insolvency protection fee.

The Finnish Competition and Consumer Authority is responsible for imposing and collecting the fee. Without the legislative amendment, the amount of supervisory and insolvency protection fee charged to a company would be based on its business operations in 2019, when the coronavirus pandemic did not yet affect them. 

The Act is set to enter into force as soon as possible and it will remain in force until 31 December 2021.
