Finnish Act on Export Control of Dual-Use Items to be amended
The Ministry for Foreign Affairs is preparing a government proposal for the amendment of the Act on the Export Control of Dual-Use Items (500/2024). The amendment would be technical in nature, and it would remove from the national control list items already listed at EU level as of November 2025, make the necessary changes to the Act in relation to the new national general export authorisations and further specify the reporting obligation. Stakeholders will be consulted on this legislative project in connection with export control training on Tuesday 2 June, starting at 15.30.
The key amendment proposed would concern the national control list, which was annexed to the current Act as part of the reform of the previous Act. The proposal aims to remove items from the Annex that are already included in the Union control list in accordance with the EU Export Control Regulation (EU 2021/821). The aim is to remove provisions that overlap with the Export Control Regulation, which is directly applicable in all Member States, in order to clarify the legal environment and reduce the administrative burden. At the same time, regulatory predictability would improve while the obligations of operators would remain essentially unchanged.
Moreover, the legislative proposal would update the national control list to include unmanned aircraft technologies, whose control can contribute to managing public security risks. The proposal also includes smaller technical specifications to sections 8 and 9 of the Act.
The government proposal is due to be circulated for comments in late June or early July.
The legislative project will be presented to stakeholders and all interested parties in export control training on Tuesday 2 June, starting at 15.30. The Ministry will outline the project background, timetable and key themes. Stakeholders will have an opportunity to comment on the legislative amendments. Export control training will be provided remotely on Tuesday 2 June at 13.00–16.00. The training will offer a comprehensive introduction to the export control of dual-use items, covering export control laws and regulations, the application process for export authorisations, including the use of e-services, and the most common questions related to the subject. Participants can choose to join only for the section on the legislative project.
