Finland participates in the establishment of Claims Commission ensuring accountability in Russia’s war of aggression

Political State Secretary Pasi Rajala will lead Finland’s delegation at the diplomatic conference in The Hague on 16 December 2025 for the adoption of the Convention Establishing an International Claims Commission for Ukraine. At the conference, State Secretary Rajala will sign the convention on behalf of Finland.

The International Claims Commission for Ukraine is being set up to ensure accountability in Russia’s war of aggression. Accountability is a cornerstone of a just and lasting peace.

The Claims Commission builds on the Register of Damage for Ukraine, established under the Council of Europe, which records claims for damage caused by the war of aggression and related evidence. The Commission will be an administrative body responsible for assessing claims submitted to it and determining the amount of compensation payable in each case. Claims can be filed by natural and legal persons, the State of Ukraine, including its regional and local authorities, and state-owned or controlled enterprises.

The Claims Commission will operate within the framework of the Council of Europe and will be based in The Hague. Once the Commission has been established, the operations of the Register of Damage will be transferred to it.

One of the founding members of the Register of Damage, Finland considers it important to ensure accountability in Russia’s war of aggression.
