Request for information to companies concerning trade with the United States
The Ministry for Foreign Affairs requests companies and interest groups to provide their views on the products included in the EU's list of trade countermeasures and information on trade with the United States. The Ministry expects responses from businesses by 2 June.
The US has imposed several new tariffs on imports during the first half of the year. In addition to the normal duties, EU goods are subject to an additional universal 10% tariff and an additional 25% tariff on steel and aluminium products and on cars. The US has also introduced country-specific so-called 'reciprocal tariffs' but suspended their application until 8 July 2025.
The EU is currently negotiating with the US on removing these tariffs and other trade barriers and is committed to seeking solutions at all levels.
The EU has published a list of products that could be subject to commercial policy measures (e.g. additional tariffs) when importing products from the US. The list concerns imports from the US worth EUR 95 billion, covering a wide range of goods from agricultural to industrial products.
The EU will also consult stakeholders on certain products for which it is considering export restrictions. The exports of these products to the US would be worth approximately EUR 4.4 billion.
For more information, please see the Commission's website, where you will also find the product lists put to consultation.
Content of the request for information
The Ministry for Foreign Affairs requests the reasoned views of companies and interest groups on the following issues:
A. Are there any products on the EU countermeasures list that should not be subject to additional duties? Specify each product as precisely as possible, including the relevant tariff heading. Your response must include detailed reasons for removing the product from the list and why it would be particularly important to import the product from the US (e.g. availability, quality, price, other factors).
B. For EU–US negotiations, the Ministry for Foreign Affairs requests companies to provide the following information on trade with the US:
- Information on other imported products of particular importance (at HS8 level) which you have not included in your responses to the preparation of EU countermeasures (section A above)
- Information on particularly important export products (at HS6 level)
- Information on trade barriers in the US market. These may include trade restrictions due to
- high import duties
- difficult customs procedures
- technical regulations, standards or declaration of conformity procedures that are excessively burdensome or discriminatory
- discriminatory taxation practices
- requirements for domestic products ("Buy American")
- barriers to trade in services, for example in digital services or the entry of experts to the country
- requirements or operating practices imposed on foreign operators concerning investments
- requirements or operating practices favouring US actors in competitive tendering for US public procurement
- shortcomings in the protection of intellectual property rights.
The responses should include the reasons for your views. As regards items 1 and 2 in particular, you should also include information on the product's significance for your company and whether additional US or EU tariffs would cause unreasonable financial or operational consequences for your company. Such consequences should be as extensively itemised and described as possible.
Please send your responses to the Ministry for Foreign Affairs' Trade Policy Unit to the following recipients: Ilkka Saarinen, Kristiina Kauppinen, Julia Louanto and Venla Vuolle ([email protected]) no later than on Monday 2 June 2025. Information on section B can also be sent after the deadline, in which case it will be taken into account as far as possible.
If you have already provided similar information in 2025, you do not need to send it again.
