New national general authorisations facilitate exports to South Korea and exports by public authorities
The Ministry for Foreign Affairs has made decisions on two new national general export authorisations for dual-use items. The first authorisation, FI002, reduces administrative burden on public authorities exporting dual-use items. The second authorisation, FI003, allows companies to export dual-use items to South Korea by notifying the Ministry for Foreign Affairs.
The general authorisations were available for public consultation until 22 April 2026. The Ministry for Foreign Affairs has made decisions on the introduction of national general export authorisations FI002 and FI003 as of 12 May 2026:

Further information on the national general export authorisation and the conditions for its use can be found in the decisions referred to above. Notifications on the use of national general export authorisation FI003 can be sent by email to KPO-40(a)gov.fi. When using the national general export authorisation FI003, condition code 5FI3 must be indicated in the customs declaration. In future, notifications may also be submitted via the Ministry for Foreign Affairs’ e-service. Further information will be provided once the service is available.
