Sub-group on local collective bargaining: No prospect of joint proposals but debate to continue

The sub-group on local collective bargaining has examined the conditions for expanding local collective bargaining. According to the working group, it is not possible to submit joint proposals on further measures in the current situation. However, the working group considers it important that the discussion on promoting local collective bargaining and developing the collective agreement system continues.

The sub-group on local collective bargaining includes representatives from employer and employee organisations, the Ministry of Economic Affairs and Employment and the Prime Minister’s Office. The group works under the Ministerial Working Group on Promotion of Employment.

The Ministerial Working Group received a progress report on the promotion of local collective bargaining on 14 April 2021. The discussion was based on a memorandum published on the project page of the sub-group on local collective bargaining. The Government will discuss the matter of local collective bargaining in the mid-term policy review.

As per the Government Programme, local collective bargaining will be developed by providing employees with adequate information and opportunities to influence. Local collective bargaining will be advanced through the system of collective agreements. The objective is to find solutions that balance flexibility with security.
