New Ambassadors to Addis Ababa, Canberra and Nur-Sultan

At the presidential session on Friday 29 May, the President of the Republic appointed new Ambassadors to Addis Ababa, Canberra and Nur-Sultan.

The President of the Republic appointed Counsellor for Foreign Affairs Outi Holopainen to serve as Head of Mission at Finland’s Embassy in Addis Ababa, Ethiopia, starting on 1 September 2020. Holopainen is currently Inspector-General at the Ministry's Unit for Internal Audit.

In 2013–2016, she served as Finland's Ambassador to Lisbon. Prior to the post of head of mission, she worked in the Ministry. In 2010–2013, she was Director of the Unit for Security Policy and Crisis Management and in 2007–2010 Director of the Unit for Arms Control. In the Diplomatic Service, she has also held posts in Stockholm and Bonn.

Holopainen joined the Ministry for Foreign Affairs in 1988. She holds a Master of Laws degree.

The President of the Republic appointed Counsellor for Foreign Affairs Satu Mattila-Budich to serve as Head of Mission at Finland’s Embassy in Canberra, Australia, starting on 1 July 2020. Mattila-Budich will transfer to Canberra from the Ministry, where she is currently working as Ambassador for Hybrid Affairs.

In 2015–2019, she served as Ambassador at Finland's Permanent Representation to the Council of Europe in Strasbourg, and in 2007–2011 in Singapore. Her previous experience of work in the Diplomatic Service include posts in Geneva, Tokyo, New Delhi and New York.

Mattila-Budich joined the Ministry for Foreign Affairs in 1983. She holds a Master of Arts degree.

The President of the Republic appointed Counsellor for Foreign Affairs Soili Mäkeläinen-Buhanist to serve as Head of Mission at Finland’s Embassy in Nur-Sultan, Kazakhstan, starting on 1 September 2020. Mäkeläinen-Buhanist will transfer to Nur-Sultan from the post of Senior Adviser at the Department for External Economic Relations.

In 2013–2017, she worked as Head of Trade and Economic Affairs at the Embassy of Finland in Washington DC, and in 2005–2008 at the Embassy in Moscow.  Her experience includes work as Consul in St Petersburg and as Adviser at the European Bank for Reconstruction and Development in London. In the Ministry, she has been, among other things, Director of the Unit for Regional Cooperation in the Department for Russia, Eastern Europe and Central Asia.

Mäkeläinen-Buhanist joined the Ministry for Foreign Affairs in 1988. She holds the degree of Master of Science in Economics and Business Administration.
