OECD employment ministers meet to discuss crisis resilience of labour market

The employment and labour ministers from the member countries of the Organisation for Economic Co-operation and Development (OECD) will meet in Paris on 7 June 2022. The meeting will focus on the crisis resilience of the labour market and the ways to strengthen and improve its functioning after crises.

Minister of Employment Tuula Haatainen will represent Finland at the meeting. In addition to the ministerial meeting, Haatainen will also meet the OECD’s Director for Employment, Labour and Social Affairs Stefano Scarpetta. They will discuss continuous learning and attracting talent.

Finland’s labour market helped by tripartite and lay-off systems during the pandemic

The Finnish labour market has recovered relatively well from the coronavirus pandemic. Haatainen emphasises the importance of a tripartite approach for the crisis resilience of the Finnish labour market.

“The tripartite system is an integral part of Finnish society and the labour market. In crises, the importance of cooperation between different parties becomes visible. Tripartite preparation will continue to play a key role when we consider the future and balanced development of work in Finland,” she says.

At the OECD meeting, Haatainen will also speak about the Finnish lay-off system. Finland’s lay-off system ensures that the labour market can react flexibly during crises. For example, it was possible to avoid the dismissal of many workers during the coronavirus pandemic. The unemployment security of laid-off workers was also improved at that time. Following the lessons learned from the pandemic, many countries are now considering introducing a similar lay-off system.

Rapid renewal of work requires continuous learning

In the working group discussion, Minister Haatainen will draw attention to the importance of continuous learning for the crisis resilience of the changing labour market. Other topics include the green transition of the labour market, Russia’s attack on Ukraine and the employment of Ukrainian refugees.
