Finland and Denmark aim to negotiate an agreement with the Palestinians to upgrade the status of the Palestinian missions in Helsinki and Copenhagen to a level corresponding to that of an embassy.

The objective is that, after the upgrade, the Palestinian missions would have an equal status in all Nordic countries, and the Palestinian representatives would have similar working conditions as accredited diplomats, representing recognised states.

However, upgrading the status of the missions does not signify recognition of the Palestinian state.

By taking this step, Finland and Denmark wish to support the Palestinian state-building efforts. At the same time, the Palestinians are encouraged to commit themselves, under the leadership of President Abbas, to negotiations with Israel in order to achieve a two-state solution.
