Finnish-Ukrainian cooperation project to develop the Ukrainian tax administration
A Finnish-Ukrainian cooperation project will improve the transparency and digitalisation of the Ukrainian tax administration and its capacity to manage and implement reforms. The project will also support the fight against corruption and Ukraine's EU accession.

The project ‘Building Trust in the State Tax Service of Ukraine’ aims to strengthen Ukraine’s domestic revenue base and reduce dependence on external financing. An efficient and transparent tax system strengthens Ukraine’s capacity as a public service provider and supports the rule of law development. The project’s direct beneficiaries are the Ukrainian tax administration and its personnel, and indirect beneficiaries are all Ukrainian taxpayers and businesses.
The Finnish Tax Administration and its Ukrainian counterpart, the State Tax Service of Ukraine (STS), will implement the project in cooperation. A total of EUR 1.6 million has been allocated for implementing the project in 2025–2028.
“An efficient and reliable tax administration lays the foundation for sustainable reconstruction and increasing private sector activity in Ukraine,” says Minister for Foreign Trade and Development Ville Tavio.
A kick-off event to launch the project was held in Helsinki on 7 April. The Director General of the Finnish Tax Administration, Markku Heikura, and the Head of the State Tax Service of Ukraine, Ruslan Kravchenko, signed a Memorandum of Understanding between the agencies at the event. Director General of the Euro-Atlantic Department Olli Kantanen represented the Finnish Ministry for Foreign Affairs at the event.
The Finnish Tax Administration’s project partner STS in Ukraine serves 32.6 million taxpayers and 3.5 million businesses. The STS has an extensive regional network consisting of 25 regional directorates, five interregional directorates and 119 tax inspectorates.
